Austria’s Long-Term Care System: Challenges and Policy Responses

Approaches to design comprehensive support systems for people in need of long-term care (LTC) have appeared on the policy agenda European countries from 1990ies. Austria was one first implement such a system separate health care. In this last significant expansion its social protection system, country established universal and tax-funded LTC departing Austria’s Bismarckian tradition while carrying along familialist logic federalist structure field. Thirty years later, now joins other creating solutions important contemporary challenges by discussing another major revamp system. This paper renders case study explain development Austrian policies greater depth dynamic perspective. The two-step approach, starts with presenting logics building blocks provides an update benefits services. second part identifies discusses raft current planned measures three areas that appear critical terms future proofing LTC: (i) responses staffing challenges, (ii) pilots informal carers, finally, (iii) role digital transformation Austria. showcase exercise fosters learning thus supports innovation refinement systems.
